Shelton UGA Electrical Upgrades

Expansion of electrical capacity will open development opportunities surrounding the Port of Shelton and commercial and industrial areas throughout the Shelton UGA, as well as increase resiliency for the Dayton area and City of Shelton.

Map shows the scope of the work described in the text around it, highlight the area surrounding the Shelton City Limits and Shelton UGA.

Feeder Upgrade – Complete

Cost: $1 million

PUD 3 completed the Shelton Springs Road feeder upgrade, using larger wire conductor to provide additional capacity to the commercial and industrial area near Sanderson Field and Highway 102. This added about 5 MW of capacity. The costs were covered with PUD 3’s System Capacity Fund.

In general, PUD 3 can provide service to new or increased load requests in the Shelton UGA area, and could make other short-term, smaller upgrades to provide for development. This is limited, however, until the larger projects are completed.

Goldsborough Switching Station

Cost: $3 million – Shovel Ready

A new switching station at the intersection of Shelton-Matlock and Dayton Airport Roads will allow PUD to intercept our transmission to Dayton Substation and feed a new transmission circuit to a future substation to serve more customers and growing load.

We have completed 60% engineering designs for this project, and received the long-lead and high-cost power circuit breakers. With funding, this project could be completed within 24 months.

We have received some funding from the Washington State Capital Budget allocation in 2022 and 2024 totaling $150,000.

Sanderson Substation

Cost: $6-12 million

PUD 3 and the Port of Shelton partnered to identify a future substation location at Sanderson Field. A 30% equivalent design is complete for the substation, which would serve load growth including the Washington Corrections Center, State Patrol, and other commercial and industrial development in the area.

Remaining substation costs range from $3-8 million depending on the configuration, to be based on load forecasts at the time that funding is secured. PUD 3 will upgrade 4.5 miles of existing distribution poles along Dayton Airport Road to allow for transmission to the future substation, which will cost between $3-4 million.

EDA grant received through the Port of Shelton: $125,000 for substation pre-engineering study.
