Heat Pump Incentives

Are you considering converting to a high efficiency heat pump? PUD 3’s heat pump incentive program may be able to help.

Heat Pumps come in many different efficiency levels. For the greatest efficiency, and to “future-proof” your equipment, consider installing an inverter-driven “variable speed” heat pump. PUD 3 offers incentives for those that are the most energy efficient. Please see residential heat pump program requirements below.

Residential Heat Pump Program Requirements and Incentives

  • The new heat pump must be installed according to the Air Source Heat Pump Installation Specifications found on BPA’s website.
  • HSPF2/SEER2 heat pumps manufactured after 1/1/2023, must have a Heating Seasonal Performance Factor 2 (HSPF2) rating of 7.5 or higher and a Seasonal Energy Efficiency Ratio 2 (SEER2) rating of 14.3 or higher and must be AHRI tested and certified.
  • Please check with your local permitting agencies (Washington State Labor & Industries, Mason County or City of Shelton) to see what permitting your installation is subjected to.
  • The customer or certified HVAC contractor must fill out and submit the Air-Source Heat Pump Form (PDF) to the PUD 3 conservation department documenting the condition of the home’s existing heating system.
  • Duct sealing is recommended. Please see our Insulation Incentives section for incentive and program information.
  • Duct sealing forms and information can be found on BPA’s website.
  • Submit verification photos of installed equipment. See this link for an example.

Incentive Amounts

  • $1,250 – for existing electric forced air furnace to single speed heat pump.
    • Existing primary heat source must be electric forced air furnace, and existing construction
  • $1,560 – for existing electric forced air furnace to variable speed heat pump.
    • Existing primary heat source must be electric forced air furnace, and existing construction
  • $600 – for existing heat pump and new construction to variable speed heat pump.
    • Existing primary heat can be electric forced air furnace, gas, wood, etc. Can be new construction
  • $9,000 – income-qualified rebate must be pre-qualified through Project Share application.
