Mason PUD 3 customers will benefit from two different programs through the Washington State Department of Commerce. The programs are available to both low- and moderate-income households, one featuring bill credits and the other providing expanded energy efficiency incentives.
As an example of those who could qualify, a family of 4 in Mason County with income up to $73,450/year is considered low-income; a family of 4 with income up to $137,700/year is considered moderate-income. These programs are funded through the Climate Commitment Act.
The Washington Families Clean Energy Credits Grant Program offers $200 to be applied directly to electric bills, appearing as a line item entitled “WA Clean Energy Credit.” The program, administered by Promise, is available to low- and moderate-income households as funds permit, with priority given to low-income.
Application is fast and easy online at wacleanenergycredits.com. Promise will notify households if they will receive the credit or not. Once approved, all credits will be applied to accounts no later than Sept. 15, 2024. To apply, customers will need to provide their electric utility account number, the number of people living in their household, and the total gross annual income for 2023 for all adults in the household.
The Home Electrification and Appliance Rebates (HEAR) Program expands PUD 3’s current low-income energy efficiency incentives to also be available to moderate-income families. In some cases, the amount of the rebate is enough to cover the full amount of the project. Families can receive up to the following amounts on certain projects:
- Air Source Heat Pump, $9,000
- Ductless Heat Pump, $6,000
- Heat Pump Water Heater, $3,000
- ENERGY STAR Electric Clothes Dryer, $800

Funding for both programs is limited and available now.
The Washington Families Clean Energy Credits Grant Program and the Home Electrification and Appliance Rebates Program are supported with funding from Washington’s Climate Commitment Act.
