Public Records are available for inspection and copies as required by law (RCW 42.56).

NOTE: If you are submitting a records request – please be aware that on Monday, March 16, 2020, the PUD Commissioners approved Resolution No. 1750 “A Resolution of Declaration of Pandemic Emergency Event,” associated with the coronavirus pandemic. Subsequently, on March 24, 2020, Washington State’s Governor issued Proclamation 20-28, amending Proclamation 20-05, related to the Open Public Meetings Act and Public Records Act, summarized in relevant part as follows (as it relates to the public records request process):

… as strict compliance with the following statutory and regulatory obligations or limitations of RCW 42.56 (Public Records Act) will prevent, hinder, or delay necessary action for coping with the COVID-19 State of Emergency in responding to public records requests by bringing people in contact with one another at a time when the virus is rapidly spreading, the language of each of the following RCW provisions is waived and suspended until midnight on April 23, 2020: … RCW 42.56.080(2) – Agency facilities made available for public records copying; RCW 42.56.090 – public records available for inspection and copying during customary office hours of agency; 42.56.100 – full public access to public records; and RCW 42.56.520(l) – Requirement that action occur within five business days of receiving a public records request…

This message serves as notice that records requests received between now and April 23, 2020 will not be subject to the traditional timelines for response and provisions for access to public records. In the event that PUD staff are able to receive and fulfill a request utilizing only remote electronic processes, reasonable efforts will still be made to provide responsive information. In the event that the request requires collection/review of hard-copy records or internal coordination with staff, or if the emergency situation otherwise limits the ability of the PUD to respond, action will be postponed through April 23, 2020 pursuant to the Governor’s directive.

To ensure we provide the correct information and avoid delay, please fill out the form below completely and provide as much detail as possible to accurately identify the requested records. Your request should describe identifiable public records maintained by Mason PUD 3. The PUD will respond to the request within five business days by:

  • Providing the record(s);
  • Acknowledging that the request has been received and providing a reasonable estimate of the time required to respond to the request;
  • Clarifying the request; or
  • Denying the public record request.

Fees for Copying Records

A fee may be charged as follows for copying or producing information:

Fifteen cents per page for photocopies of public records or printed copies of electronic public records when requested by the person requesting records. 
Ten cents per page for public records scanned into an electronic format;
Five cents per each four electronic attachments uploaded to an electronic delivery system;
Ten cents per gigabyte for the transmission of public records in an electronic format, or for the use of District equipment to send the records electronically. (The PUD shall take reasonable steps to provide the records in the most efficient manner available to the district in its normal operations); and
The actual cost of any digital storage media or device provided by the District, the actual cost of any container or envelope used to mail the copies to the requestor, and the actual postage or delivery charge.
In addition to the charge imposed for providing copies of public records, the District may include a customized service charge, as identified in its policy and procedures below.

Public records may be made available for inspection at the District offices during regular business hours (8:00 a.m. to 5:00 p.m.) Monday through Friday, excluding holidays. There is no charge for inspection.
