Customers who qualify for the PUD 3's Project Share are also able to participate in our low-income energy efficiency programs.
PUD 3 offers billing credits for ENERGY STAR® - certified electric clothes washers and dryers for existing residences. Additionally, homes that meet income qualifications are eligible for Tier 3 and Tier 4 heat pump water heaters, as well as ductless heat pumps.
Our moderate-income incentives program which allowed for higher incentive amounts has been suspended. We were able to distribute about $1.2 million total across more than 200 customer households! We will continue to pursue additional funding for this program and will update this page if and when the program opens again. Our standard and low-income incentive programs are still available - please see the other programs in the dropdown menus on the Rebates & Incentives page.

To qualify for low-income incentives, customers must fill out the following application:

Please provide a copy of your receipt or invoice, including the make, model number, and cost of the eligible unit, as well as your PUD 3 account number (or service address and account holder's name). Please indicate the type of water heater you use (for heat pump water heater incentive) and your current heating system type (for ductless heat pump incentive).
Receipts and invoices with the above-listed information can be e-mailed to our Rebates email box or dropped off at any PUD 3 location.
