These systems are safe, quiet, and heat rooms evenly at a fraction of the cost of baseboard or wall heaters. They don't require ductwork, which eliminates maintenance or worry about duct leakage. Adding a ductless heat pump increases the flexibility of your heating system. Working with the existing heating system, just 1 ductless system is enough to heat and cool the average Pacific Northwest home or small business. Keeping an existing heating system in place (optional) ensures bedrooms, bathrooms, and offices remain at desired temperatures, even on the coldest days.

Residential DHP Program Requirements

If a single-family electrically heated site-built home has an electric forced air furnace; or baseboards, wall heaters or other zonal resistance heating as its primary heat source; or if a manufactured home has an electric forced air furnace or other zonal resistance heating as its primary heat source; it may qualify for PUD 3’s ductless heat pump incentive.

  • The ductless heat pump must be a split system heat pump employing an inverter-driven outdoor compressor, with an inverter-driven or variable speed indoor blower. The Heating Seasonal Performance Factor (HSPF) must be at least 8.8 (if manufactured before 1/1/2023).
  • HSPF2 ductless heat pumps manufactured after 1/1/2023 must have a Heating Seasonal Performance Factor 2 (HSPF2) of at least 7.5.
  • The ductless heat pump must be installed according to the manufacturer's specifications and the Northwest Ductless Heat Pump Best Practices Guide (PDF).
  • The ductless heat pump must be installed by a licensed, certified refrigerant technician. View a list of licensed installers.
  • Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion. Manufactured homes only require L&I permits.
  • The customer or certified HVAC contractor must fill out and submit the Ductless Heat Pump Installation Form (PDF) to the PUD 3 conservation department documenting the condition of the home's existing heating system and the intended operating strategy.
  • The customer must submit a copy of their receipt or invoice showing the make, model number, and cost of the qualified equipment.

Are you considering converting to a high efficiency heat pump? PUD 3's heat pump incentive program may be able to help.

Heat Pumps come in many different efficiency levels. For the greatest efficiency, and to “future-proof” your equipment, consider installing an inverter-driven “variable speed” heat pump. PUD 3 offers incentives for those that are the most energy efficient. Please see residential heat pump program requirements below.

Residential Heat Pump Program Requirements and Incentives

A site-built or manufactured home may qualify for PUD 3’s air source heat pump conversion program.

  • The new heat pump must be installed according to the Air Source Heat Pump Installation Specifications found on BPA's website.
  • The new heat pump (if manufactured before 1/1/2023) must have a Heating Seasonal Performance Factor (HSPF) rating of 8.8 or higher and a Seasonal Energy Efficiency Ratio (SEER) rating of 15.0 or higher and must be AHRI tested and certified.
  • HSPF2/SEER2 heat pumps manufactured after 1/1/2023, must have a Heating Seasonal Performance Factor 2 (HSPF2) rating of 7.5 or higher and a Seasonal Energy Efficiency Ratio 2 (SEER2) rating of 14.3 or higher and must be AHRI tested and certified.
  • Washington State Labor & Industries (L&I) electrical, and Mason County or City of Shelton mechanical permit numbers are required upon project completion. Manufactured homes only require L&I permits.
  • Duct sealing is recommended. Please see our Insulation Incentives section for incentive and program information.

Incentive Amounts

$1000 - for existing electric forced air furnace to single speed heat pump.

$1200 - for existing electric forced air furnace to variable speed heat pump.

$200 - for existing heat pump and new construction to variable speed heat pump.

One of the best ways to reduce a business’ electric bill and increase efficiency is to update the building’s lighting.

Electric lighting accounts for nearly 40% of all the energy consumed in U.S. commercial buildings each year. There are many options available for high efficiency lighting for commercial or industrial businesses.

It can take several months to find the right lighting contractor, determine which solution is right for the business, receive an estimate from the contractor, have all the work done, and process the incentives for the work.

All lighting projects must be pre-approved before existing lighting is removed and before new equipment is ordered.

Install LEDs for Tremendous Energy Savings

LED lighting solutions are available for almost all projects - but not all projects are right for LEDs. There are now LEDs available for outdoor lighting, decorative building lighting, dimmable and non-dimmable interior can lights, screw-in sockets, and linear tubes (fluorescent replacements). LEDs boast deep energy savings, even far superior to that of energy efficient T8 fluorescent fixtures, and long life- reducing maintenance and replacement cost. PUD 3's Outdoor Lighting Program

Sometimes hiring an electrician and installing your own lighting equipment isn’t feasible.

If you have an outdoor area that needs more lighting, you may wish to consider PUD 3's outdoor lighting program. It's really simple to get started, and you don't have to buy or install the light fixtures. PUD 3 furnishes, installs, owns, and maintains the light, which is mounted on a utility pole near your home or business. The lights will operate automatically each night from dusk to dawn.

ENERGY STAR appliances will help your home or business run more efficiently.

ENERGY STAR logoPUD 3 offers a billing credit for ENERGYSTAR®-certified electric clothes washers and dryers for existing residences.  We also offer incentive checks for qualifying heat pump water heaters for new and existing residential and commercial sites.

We will need a copy of your receipt with make, model number, and cost of the qualifying appliance.  We also need your PUD 3 account number (or service address and name of the account holder) along with what type of water heat you use (for the heat pump water heater incentive).

ENERGY STAR® qualified heat pump water heaters (HPWH) are revolutionizing the way we heat water. In existing homes, the HPWH must replace an electric storage water heater. Please download PUD 3's HPWH Incentive Form. This form must be filled out and submitted with all required documentation before incentives can be paid.

  • In existing homes, the HPWH must replace an electric storage water heater.
  • The new HPWH must be listed on the BPA's qualified products list (PDF) as meeting the requirements of the Northern Climate Specification.
  • PUD 3's HPWH Incentive form (PDF) must be completed and submitted.
  • City of Shelton plumbing permit numbers are required upon project completion for customers living within the city limits.

Smart Thermostat Incentive

thermostatQualifying homes with an electric furnace or electric furnace with heat pump are eligible for a $140 (self-install) or $165 (HVAC contractor install) incentive when replacing an existing thermostat with a qualified smart thermostat. The most cost-effective way to improve energy efficiency and reduce heating bills in an electrically heated home is by increasing inadequate levels of insulation. PUD 3 may be able to help. Schedule an insulation inspection with one of PUD 3’s energy efficiency advisors to determine if a home qualifies. Pre-inspection by a PUD 3 energy efficiency advisor is required to qualify for insulation incentives at (360) 426-0777.

Learn More About Insulation

Insulation keeps your home warm in the winter and cool in the summer. There are several common types of insulation:

  • Fiberglass batts are commonly used in-between studs or rafters when they are exposed in new construction or during a major remodel. They are also often found under the floor in a crawl space.
  • Blown-in cellulose insulation is commonly used when adding insulation to an existing home’s attic or walls. Or, under a manufactured home, in the "belly".
  • Rigid foam board is used when insulating concrete slabs, cathedral ceilings, basement walls, and flat roofs.
  • Spray foam is sprayed into small tight areas. It then expands to form an air-tight seal.
    When correctly installed with air sealing, each type of insulation can deliver comfort and lower energy bills during the hottest and coldest times of the year.

Insulation performance is measured by R-value — its ability to resist heat flow. Higher R-values mean more insulating power. Insulation works best when air is not moving through or around it. It is very important to seal air leaks before installing insulation to ensure the best performance from the insulation.

Start in the Attic

To get the biggest savings, the easiest place to add insulation is usually in the attic. 25% to 35% of a home’s heat escapes through the roof. A quick way to see if a home needs more insulation is to look across the uncovered attic floor. If the insulation is level with or below the attic floor joists, more insulation is probably needed.

Additionally, after a heavy snow, if the snow is melting in the center of a home's roof or in patterns that mirror the rafters, the house may be losing large amounts of heat through the roof.

Insulation Program Requirements

The Washington State Residential Energy Code has determined the following levels of insulation to be acceptable in Mason County. In an electrically heated home, PUD 3 can help bring insulation levels up to code.

Residential Weatherization/Insulation Program Requirements

Site-Built Attic

  • Existing insulation R-0 to < R-11 can be increased to R-38, or R-49 at $2 per square foot.
  • Existing insulation R-11 to < R-19 can be increased to R-38, or R-49 at $0.75 per square foot.
  • Existing insulation R-19 can be increased to R-38, or R-49 at $0.30 per square foot.

Site-Built Floor

  • Existing insulation ≤ R-11 can be increased to R-19 or R-21 at $0.75 per square foot.
  • Existing insulation ≤ R-11 can be increased to R-25 or R-30 at $0.90 per square foot.

Site-Built Wall

  • Existing insulation R-0 can be increased to R-11+ at $2 per square foot.

Manufactured Home Floor

  • Existing insulation R-0 can be increased to R-22+ at $0.90 per square foot.
  • Existing insulation < R-11 can be increased to R-22+ at $0.60 per square foot.

A pre-insulation inspection and a post-installation inspection by a PUD 3 energy efficiency advisor is required. Insulation measures must be installed according to the Bonneville Power Administration (BPA) Weatherization Specifications (PDF).

Duct Sealing Program Requirements

Duct sealing is important for both new and currently occupied homes. It ensures that conditioned air can travel through your home’s ductwork with a minimal amount of leakage. When ducts are tight, conditioned air gets to occupied rooms, rather than leaking into the crawlspace or attic. Leaky ducts substantially increase energy bills and decreases the comfort of a home.

Program Requirements

Performance Tested Comfort System (PTCS) and prescriptive duct sealing is available for electrically heated site-built and manufactured homes with an electric forced air furnace or ducted air source heat pump where the majority of ductwork is located in unconditioned space. Leaky ducts will greatly reduce a home’s energy efficiency. A certified technician can seal a home’s ducts, and PUD 3 may be able to help with a rebate. Customers who qualify for the PUD 3 Low-Income Energy Assistance Grant are also able to participate in our low-income energy efficiency programs:

PUD 3 offers billing credits for ENERGY STAR® - certified electric clothes washers and dryers for existing residences. Additionally, homes that meet PUD 3's low-income qualifications are eligible for Tier 3 and Tier 4 heat pump water heaters, as well as ductless heat pumps.

Please provide a copy of your receipt or invoice, including the make, model number, and cost of the eligible unit, as well as your PUD 3 account number (or service address and account holder's name). Please indicate the type of water heater you use (for heat pump water heater incentive) and your current heating system type (for ductless heat pump incentive).
